The Project Team

Skanska USA Civil West California District Inc. (Skanska), Traylor Bros., Inc. (Traylor), and J.F. Shea Construction, Inc. (Shea) in association with Parsons Transportation Group (Parsons) as lead designer and L.K. Comstock National Transit (Comstock) as systems design and installation subcontractor have formed Skanska | Traylor | Shea a Joint Venture (STS).

STS is a consortium of construction and design professionals who are among the “best in the business” in the design-build transportation industry. Combined we have decades of experience in Los Angeles and throughout the region.

We understand that this project – with tunneling deep through the heart of Los Angeles – will require technical expertise and sensitivity within the community. We are committed to working with Metro, the City, local businesses, and the community to ensure that there are open lines of communications leading up to and during construction. Our commitment is to not only design and build the best project, but also to keep everyone safe and informed.

As the managing partner of the joint venture, has completed more than 15 design-build rail and transit projects totaling more than $4.2 billion, including the AirTrain JFK, the Second Avenue Subway, and No. 7 Line Avenue Subway Extension projects in New York, and is currently leading the joint venture involved in design and construction of LA Metro Expo Phase 2. As a member of the Skanska USA Civil family of companies, Skanska has the ability to draw upon the considerable personnel resources to provide Metro with expertise necessary to construct this high-profile, technically challenging project.
Traylor, a member of the joint venture, has successfully completed more than 110 tunneling projects nationwide, including two of the most technically demanding earth pressure balance (EPB) tunnels in the United States and more than 90 miles of bored tunnels. Traylor’s reputation in the industry is second to none. Its nearly 50-year presence in Southern California includes construction of Metro Gold Line Eastside Extension and Metro Red Line.
Shea, a member of the joint venture, has constructed 29 transportation projects over the past 10 years, totaling more than $2.9 billion in contract revenue. Locally, Shea has been building urban transportation, transit, and rail projects for more than 44 years, pioneering the transit efforts in Los Angeles with the construction of Metro Red Line, North Hollywood Extension. Shea has collaborated with Skanska on successful completion of the Second Avenue Subway and No. 7 Line Subway Extension projects in New York.
Parsons, principal engineer for the team, is a world leader in planning, engineering and designing transit projects. For more than 30 years, Parsons has played a key role in the development of a modern transit system in Los Angeles, including Mid City Exposition LRT, Metro Gold Line Foothill Extension, and Metro Gold Line Pasadena Extension.
Comstock has successfully completed more than 100 rapid transit system installations for more than 30 different transit agencies, valued in excess of $3 billion. Their local experience includes more than $50 million in contracts on Metro’s Red, Blue, Green, and Purple lines.
